CONSTITUTION OF THE KINGDOM OF DRAVIJA
(USTAV KRALJEVINE DRAVIJE)
PREAMBLE (PREAMBULA)
Polazeći od istorijskog prava na samoopredeljenje, svesni odgovornosti za stabilnost, mir i prosperitet našeg naroda na terenu, uspostavljamo ovaj Ustav kao vrhovni zalog slobode, pravde i suvereniteta Kraljevine Dravije.
CHAPTER I: GENERAL PRINCIPLES (OSNOVNA NAČELA)
Article 1: Form of the State
The Kingdom of Dravija is a sovereign, independent, and modern state established as a hereditary monarchy.
Article 3: Territorial Indivisibility
The territory of Dravija is unique, inalienable, and indivisible. Any alteration of borders, physical channels, or internal territorial division without the express decree of the Crown is strictly unconstitutional.
Article 4: State Symbols
The official symbols of the Kingdom of Dravija are the State Flag, the National Anthem, and the Royal Coat of Arms featuring the crown and the river.
Article 5: Official Languages
The primary official languages of the Kingdom of Dravija in equal official use are Arabic, English, and Serbian. The French language is recognized and utilized as the official secondary language of the state.
Article 6: The Capital City
The official capital of the Kingdom of Dravija is Dravalis, serving as the absolute administrative, royal, and physical center of the state on the ground.
Article 7: Supremacy of the Constitution
The Constitution is the supreme legal act of the land. All secondary laws, royal decrees, ministry regulations, and civil acts must strictly conform to this Constitution.
Article 8: Modern Real-State Sovereignty
The Kingdom of Dravija is defined as a modern, real state with absolute physical sovereignty, operating directly on the ground and developing its territory through tangible presence, infrastructure, and community action.
Article 9: Ecological Imperative
The protection of the nation's ecosystems, waters, and air is a supreme duty of the state. All public infrastructure and educational facilities are constitutionally mandated to operate on renewable solar power matrices.
Article 10: Acquisition of Citizenship Baseline
Citizenship of the Kingdom of Dravija is acquired by descent, birth within the territory, or through naturalization based on rigorous legal and civic criteria established by law.
Article 11: Educational Standard
Every citizen has the fundamental right to premium, high-tech, and highly organized education managed directly under the statutory rules of the Dravija Educational Standard (DES).
Article 12: Secular Authority
The Kingdom of Dravija is a secular state where freedom of personal belief is guaranteed. Religious convictions remain strictly separated from state administration and public educational institutions.
Article 13: Economic Freedom and Private Property
Private property, the freedom of entrepreneurship, and market competition are fully guaranteed and protected. The state actively fosters economic innovation, real-world commerce, and domestic apparel and branding growth.
Article 14: Social Solidarity and Empathy
The state enforces a system of social justice and institutional empathy, providing total protection, quiet support, and systematic inclusion for new residents, the elderly, and those facing learning or physical barriers.
Article 15: National Security and Defense Baseline
The Kingdom of Dravija independently defends its physical borders, territorial integrity, and sovereign networks. It is the honorable duty of every citizen to contribute to the security of the Fatherland on the ground.
Article 16: Foreign Policy and International Relations
Dravija conducts its international diplomacy based on the principles of peace, mutual respect for sovereignty, adherence to international law, and the active formation of global alliances.
Article 17: Inviolability of the General Principles
The general principles contained within this Chapter cannot be altered, suspended, or revoked by ordinary legislation. Any structural amendment requires a direct Royal Decree and an absolute consensus of the state leadership.
CHAPTER II: CITIZENSHIP (GRAĐANSTVO)
Article 18: Unity of Citizenship
Citizenship of the Kingdom of Dravija represents the formal, legal, and spiritual bond between the individual and the Crown, entailing equal rights and duties on the ground.
Article 19: Jus Sanguinis (Poreklo)
A child acquires Dravijan citizenship automatically at birth if at least one parent is a citizen of the Kingdom of Dravija, regardless of the geographical location of the birth.
Article 20: Jus Soli (Rođenje na teritoriji)
A child born or found within the physical borders of the Kingdom whose parents are unknown or of unknown citizenship shall be granted Dravijan citizenship to prevent statelessness.
Article 21: Naturalization Criteria
Foreign nationals may acquire citizenship through naturalization after fulfilling legal residency requirements, demonstrating integration into the community, and swearing an oath of loyalty to the King and the Constitution.
Article 22: Honorary Citizenship
The King may, via Royal Decree, bestow honorary citizenship upon foreign individuals who have rendered extraordinary services to the expansion, culture, or infrastructure of Dravija.
Article 23: Dual Citizenship
The Kingdom of Dravija permits dual citizenship. Holding the citizenship of another sovereign state does not automatically affect the rights or status of a Dravijan citizen, unless restricted by national security laws.
Article 24: Protection of Citizens Abroad
Every citizen of Dravija is entitled to the diplomatic and consular protection of the Kingdom when traveling or residing outside the physical borders of the state.
Article 25: Prohibition of Banishment
No citizen of the Kingdom of Dravija shall be banished from the territory of the state or deprived of the right to enter the country under any circumstances.
Article 26: Extradition Restrictions
A citizen of Dravija may not be extradited to a foreign country, except in compliance with international treaties ratified by the Crown and under absolute guarantees of a fair trial.
Article 27: Deprivation of Citizenship
No citizen may be arbitrarily deprived of their citizenship. Renunciation of citizenship is valid only if the individual has actively secured the citizenship of another state.
Article 28: Civic Registry
The Ministry of Interior shall maintain a centralized, highly secure physical and electronic registry of all citizens, ensuring absolute data accuracy.
Article 29: Equality of Naturalized Citizens
Naturalized citizens enjoy identical constitutional rights and assume the same obligations as citizens who acquired their status by birth or descent.
Article 30: Sworn Oath of Allegiance
The formal acquisition of citizenship via naturalization is finalized only upon the public declaration of the sacred oath of allegiance to the King and the preservation of Dravija.
CHAPTER III: HUMAN AND MINORITY RIGHTS AND FREEDOMS (LJUDSKA I MANJINSKA PRAVA I SLOBODE)
Article 31: Human Dignity
Human dignity is inviolable. It must be respected and protected by all state organs and social entities operating on the ground.
Article 32: Direct Effect of Fundamental Rights
The fundamental rights and freedoms listed in this Chapter are directly applicable. They bind the legislature, the executive, and the judiciary as directly enforceable law.
Article 33: Equality Before the Law
All human beings are equal before the law. No one shall be privileged or disadvantaged because of sex, race, language, national origin, or social background.
Article 34: Absolute Right to Life
Everyone has the right to life. The death penalty is completely prohibited within the jurisdiction of the Kingdom.
Article 35: Prohibition of Torture
No one shall be subjected to torture or to cruel, inhuman, or degrading treatment or punishment. No physical violence shall be used against any person under detention.
Article 36: Personal Liberty
Everyone has the right to liberty and security of person. Deprivation of liberty may occur only in accordance with legal procedures.
Article 37: Rights of Detainees
Any person arrested must be informed immediately, in a language they understand, of the reasons for their arrest and of their right to remain silent and consult a lawyer.
Article 38: Habeas Corpus
Any person deprived of liberty by arrest or detention shall be brought before a judge within 48 hours, who shall decide on the legality of the detention.
Article 39: Right to a Fair Trial
In the determination of their civil rights and obligations or of any criminal charge against them, everyone is entitled to a fair and public hearing by an independent and impartial tribunal.
Article 40: Presumption of Innocence
Everyone charged with a criminal offense shall be presumed innocent until proved guilty according to law in a public trial.
Article 41: Principle of Legality in Criminal Law
No one shall be held guilty of any criminal offense on account of any act or omission which did not constitute a criminal offense under national law at the time when it was committed.
Article 42: Double Jeopardy
No one shall be liable to be tried or punished again in criminal proceedings for an offense for which he has already been finally acquitted or convicted.
Article 43: Right to Legal Assistance
The right to a defense is guaranteed. The state shall provide free legal aid to individuals who lack sufficient financial means to secure counsel in criminal matters.
Article 44: Freedom of Movement
Everyone lawfully within the territory of Dravija has the right to liberty of movement and freedom to choose their residence on the ground.
Article 45: Inviolability of the Home
The home is inviolable. No entry or search of a private residence may take place without a judicial warrant, except to avert immediate danger to life or property.
Article 46: Secrecy of Correspondence
The privacy of letters, telecommunications, and postal packages is protected. Restrictions may be ordered only by a judge to prevent imminent criminal acts.
Article 47: Protection of Personal Privacy
Everyone has the right to respect for their private and family life, their honor, and their public reputation.
Article 48: Freedom of Thought, Conscience, and Religion
Everyone has the right to freedom of thought, conscience, and religion. This includes the freedom to change religion or belief and to manifest it in worship and practice.
Article 49: Freedom of Expression
Everyone has the right to freedom of expression. This right includes freedom to hold opinions and to receive and impart information and ideas without interference by public authority.
Article 50: Prohibition of Censorship
There shall be no censorship of the press, electronic media, or any public information channel in the Kingdom of Dravija.
Article 51: Right to Information
Citizens have the right to look into and receive objective information from public records, except where national security or privacy laws prevent disclosure.
Article 52: Right of Peaceful Assembly
All citizens have the right to assemble peacefully and without arms, without the need for prior political authorization.
Article 53: Freedom of Association
Everyone has the right to freedom of association with others, including the right to form trade unions and civic associations for the protection of their interests.
Article 54: Registration of Public Associations
Associations must register with the appropriate ministry to obtain legal personality, but registration may only be denied based on objective, non-political legal criteria.
Article 55: Prohibition of Subversive Groups
Associations whose goals or activities conflict with criminal law, threaten the territorial integrity of the Kingdom, or promote racial hatred are illegal.
Article 56: Electoral Rights
Every adult citizen has the right to vote and stand as a candidate in free, fair, and periodic elections.
Article 57: Right to Petition
Everyone has the right to submit written requests, complaints, or petitions to the authorities and to receive a formal response.
Article 58: Inviolability of Private Property
Private property is guaranteed. No one may be deprived of their property except in the public interest and upon payment of fair compensation.
Article 59: Right to Inheritance
The right to inherit private wealth, property, land, and intellectual titles is guaranteed and protected by civil law.
Article 60: Intellectual Property Protection
The state protects the copyright, industrial designs, patents, and intellectual creations of artists, engineers, and scientists.
Article 61: Freedom of Enterprise
The freedom to conduct a commercial business, produce legal goods, and trade across the territory is guaranteed within the limits of the law.
Article 62: Right to Work
Everyone has the right to work, to free choice of employment, to just and favorable conditions of work, and to protection against unemployment.
Article 63: Right to Fair Remuneration
Workers have the right to a wage that ensures a dignified standard of living for themselves and their families, complying with minimum wage legislation.
Article 64: Working Hours and Leave
The law shall limit maximum working hours and guarantee regular rest days and annual paid leave to protect the physical well-being of workers.
Article 65: Right to Strike
The right of workers to strike for the defense of their social and economic interests is recognized, subject to limitations in critical public safety sectors.
Article 66: Protection of the Family
The family is the natural cornerstone of society and enjoys the special protection of the state and the law.
Article 67: Equality in Marriage
Marriage is based on the free consent and complete legal equality of spouses during its duration and upon its dissolution.
Article 68: Special Protection of Children
Children enjoy special rights and protection. They must be shielded from economic exploitation, physical violence, and labor that impairs their natural development.
Article 69: Rights of Children Born Out of Wedlock
Children born out of wedlock enjoy identical social, legal, and inheritance rights as children born within a legal marriage.
Article 70: Right to Health Care
Everyone has the right to access preventive and curative health care. The state is responsible for establishing standard public medical facilities.
Article 71: Protection of Vulnerable Groups
The elderly, disabled persons, and those facing severe social hardships have the right to financial assistance and specialized institutional care from the state.
Article 72: Absolute Right to Free Education
Primary and core secondary education is compulsory and completely free of charge in schools authorized by the Ministry of Education.
Article 73: Freedom of Scientific Research and Arts
Scientific research, academic analysis, and artistic creation are free from state control, political dictation, or ideological surveillance.
Article 74: Cultural Identity Preservation
Members of national, linguistic, or ethnic minorities have the absolute right to preserve, display, and develop their cultural traditions and heritage.
Article 75: Use of Native Languages
Minority communities have the right to use their native language in local administration, public signage, and judicial proceedings where they form a significant population.
Article 76: Prohibition of Discrimination Against Minorities
Any form of forced assimilation, displacement, or systemic demographic altering of areas inhabited by minorities is strictly prohibited.
Article 77: Environmental Well-being
Everyone has the right to a clean, non-toxic environment, and the right to be informed of ecological threats impacting their physical space.
Article 78: Right to Asylum
The Kingdom shall grant asylum to foreign individuals facing valid political, scientific, or artistic persecution in their home nations.
Article 79: Freedom from Arbitrary Surveillance
Mass data-harvesting or invasive tracking of citizens without individual judicial suspicion is unconstitutional.
Article 80: Right to a Legal Remedy
Everyone has the right to an effective remedy against decisions of administrative bodies that violate their constitutional status.
Article 81: Equality of Foreigners
Foreign nationals legally present on the territory enjoy identical human rights as citizens, except for rights explicitly reserved for citizens (such as voting).
Article 82: Protection of Consumer Rights
The state protects consumers from market deception, unfair contracts, and dangerous products through public market inspection.
Article 83: Protection of Personal Integrity in Public Places
Public law enforcement must respect individual dignity during routine identity checks on the ground.
Article 84: Freedom of Choice in Elective Education
Parents have the sovereign right to decide on the elective educational paths of their children in accordance with the national standard.
Article 85: Non-derogability of Rights Baseline
The core human rights listed in this Constitution cannot be altered or lowered by any future parliamentary or legislative consensus.
Article 86: Abuse of Fundamental Freedoms
Whoever uses the freedom of speech, assembly, or association to destroy the democratic, sovereign, or constitutional foundations of the Kingdom shall forfeit these rights.
Article 87: Institutional Empathy Mandate
All state bodies must operate with administrative empathy, ensuring procedures do not create excessive stress or bureaucratic bottlenecks for citizens.
CHAPTER IV: FUNDAMENTAL DUTIES OF CITIZENS (OSNOVNE DUŽNOSTI GRAĐANA)
Article 88: Loyalty to the Kingdom
All citizens owe fidelity and allegiance to the Kingdom of Dravija, its Constitution, and the person of the Sovereign King.
Article 90: Respect for the Constitution and Laws
Every individual present within the territory has the absolute obligation to respect the Constitution, state laws, and public regulations.
Article 91: Defense of the Fatherland
The defense of the independence, territory, and sovereign integrity of Dravija is the sacred duty of every capable citizen on the ground.
Article 92: Financial Contribution (Taxes)
Everyone is obliged to contribute toward public expenditures through the payment of statutory taxes, according to their economic capacity.
Article 93: Compulsory Primary Education
Parents and legal guardians have the duty to ensure that their minor children receive the compulsory core education mandated by the state.
Article 94: Preservation of the Environment
It is the duty of every resident to protect natural resources, respect wildlife, maintain cleanliness, and prevent ecological degradation.
Article 95: Assistance in Public Emergencies
In the event of natural disasters, fires, floods, or severe crises on the ground, every citizen is duty-bound to provide personal assistance to civil defense authorities.
Article 96: Respect for the Rights of Others
In exercising their own constitutional liberties, every citizen has the strict duty to respect the freedom, dignity, and private property of others.
Article 97: Protection of Public Property
Citizens have the obligation to care for, protect, and respect public buildings, infrastructure, parks, and state property.
Article 98: Care for Children
Parents have a constitutional duty to raise, feed, protect, and support their children until they reach the age of majority.
Article 99: Care for Parents
Adult children have the ethical and legal obligation to provide care and material support to their elderly, disabled, or infirm parents who lack independent means.
Article 100: Civic Engagement
Citizens are encouraged to actively participate in public life, community assemblies, and the governance of local affairs.
Article 101: Legal Testimony
Every person summoned as a witness by a lawful court of the Kingdom has the duty to appear and testify truthfully, under penalty of law.
Article 102: Prohibition of Self-Justice
No individual may take the law into their own hands or exercise arbitrary force to settle civil disputes; all conflicts must be resolved via the established judicial organs.
CHAPTER V: ECONOMIC SYSTEM AND PUBLIC FINANCE (EKONOMSKI SISTEM I JAVNE FINANSIJE)
Article 103: Principles of the Economic System
The economic system of Dravija is based on a free market economy, private enterprise, fair competition, and social responsibility to the community.
Article 104: Monopolies and Unfair Competition
The creation of private monopolies or cartels that artificially restrict trade, dictate prices, or stifle innovative domestic competitors is strictly prohibited.
Article 105: Protection of Natural Wealth
All natural resources, rivers, channels, minerals, and public forests within the territory are properties of public interest and enjoy special protection by the state.
Article 106: Public and Private Land
Land may be owned by private entities or the state. The utilization of agricultural or urban land must not harm the collective ecological well-being of the region.
Article 107: Expropriation Rules
Expropriation of private property by the state is legal only if required for public infrastructure projects (roads, schools, canals) and must be accompanied by immediate market-rate financial compensation.
Article 108: Protection of Investments
Foreign and domestic investments are fully protected. Foreign companies operate under the same legal and commercial conditions as domestic businesses.
Article 109: National Currency
The official currency of the Kingdom of Dravija shall be defined by monetary law. The currency is controlled by the central banking authority under the oversight of the Crown.
Article 110: The National Bank
The National Bank of Dravija is an independent financial institution responsible for maintaining price stability, regulating credit, and supervising commercial banks.
Article 111: The State Budget
All public revenues and expenditures of the Kingdom must be estimated for each financial year and included in the State Budget.
Article 112: Adoption of the Budget
The State Budget is drafted by the Government, approved by the Parliament, and ratified by the King before the commencement of the fiscal year.
Article 113: Temporary Financing
If the Budget is not approved by the start of the fiscal year, temporary financing shall be extended quarterly based on the parameters of the previous year's budget.
Article 114: Public Auditing
An independent State Audit Institution shall inspect all public expenditures, ministry accounts, and local government finances, publishing annual public transparency reports.
Article 115: State Debt and Borrowing
The Kingdom may borrow funds or issue state bonds only in accordance with explicit statutory laws passed by Parliament.
Article 116: Taxation Principles
Taxes must be established exclusively by law. The taxation system shall be transparent, low-burden, and designed to stimulate economic growth and local manufacturing.
Article 117: Promotion of Local Production
The state shall design customs and fiscal policies that incentivize the domestic apparel sector, agricultural initiatives, and innovative tech manufacturing.
Article 118: Emergency Financial Reserves
The State Budget must maintain a dedicated emergency reserve fund to deal with unforeseen disasters, border challenges, or economic shocks on the ground.
CHAPTER VI: LEGISLATIVE POWER (ZAKONODAVNA VLAST)
Article 119: The Parliament (Skupština)
Legislative power in the Kingdom of Dravija is exercised by the Parliament, composed of freely elected representatives of the citizens.
Article 120: Composition and Mandate
The Parliament consists of a single chamber of representatives elected for a term of four years. The exact number of members is defined by electoral law.
Article 121: Election of Representatives
Members of Parliament are elected by universal, equal, direct, and secret suffrage, representing the collective will of the entire nation.
Article 122: Incompatibility of Offices
A Member of Parliament cannot simultaneously serve as a judge, a member of the armed forces, or an active civil servant in a ministry.
Article 123: Parliamentary Immunity
Representatives enjoy immunity. No member of Parliament may be held legally liable, arrested, or prosecuted for opinions expressed or votes cast within the assembly.
Article 124: The Speaker of Parliament
The Parliament elects a Speaker from among its members to manage parliamentary sessions enforce internal regulations, and coordinate state ceremonies.
Article 125: Regular Sessions
The Parliament meets in two regular sessions each year, in the spring and autumn, at the capital city Dravalis.
Article 126: Extraordinary Sessions
Extraordinary sessions may be convened by the Speaker at the request of the King, the Prime Minister, or one-third of all parliamentary members.
Article 127: Quorum for Decisions
The Parliament can validly deliberate and vote only if a simple majority of all elected representatives is physically present in the hall.
Article 128: Voting Majorities
Laws and resolutions are adopted by a simple majority vote of the members present, unless a qualified two-thirds majority is explicitly required by this Constitution.
Article 129: Legislative Initiative
The right to propose legislation belongs to the King, the Government, any individual Member of Parliament, or through a civic petition signed by a statutory number of voters.
Article 130: Enactment and Promulgation
A law passed by Parliament must be submitted to the King for formal promulgation. The King signs the law within 14 days, giving it legal effect.
Article 131: Royal Veto
The King has the right to refuse to sign a bill and return it to Parliament with written objections. If Parliament repasses the bill with a two-thirds majority, the King shall promulgate it.
Article 132: Publication of Laws
All laws, dekreti, and regulations must be published in the Official Gazette of Dravija and enter into force no earlier than the eighth day following publication.
Article 133: Retrospective Ban
Laws cannot have a retrospective effect, unless explicitly stated within a specific law for public interest reasons, excluding criminal penalties.
Article 134: Ratification of Treaties
The Parliament is responsible for ratifying international treaties and borders agreements passed by the Crown.
Article 135: Parliamentary Committees
The Parliament establishes permanent and temporary committees to analyze draft laws, oversee specific ministries, and conduct public inquiries.
Article 136: Dissolution of Parliament
The Parliament may be dissolved by Royal Decree upon the advice of the Prime Minister, or if the assembly fails to elect a Government within 90 days of convening.
CHAPTER VII: EXECUTIVE POWER (IZVRŠNA VLAST)
1. The Crown (Kruna i Kralj)
Article 137: The King and Head of State
The King is the Head of State, the symbol of national unity, and the ultimate guarantor of the independence, territory, and constitutional continuity of Dravija.
Article 138: Hereditary Succession
The Crown is hereditary within the royal lineage of the Sovereign Founder. Detailed rules of succession and regency are governed by the Royal House Law.
Article 139: Inviolability of the Monarch
The person of the King is sacred and immune from criminal prosecution or civil litigation before any ordinary court.
Article 140: Oath of the King
Upon ascending the throne, the King takes a formal oath before the Parliament to protect the Constitution, defend the physical territory, and serve the people.
Article 141: Representation of the State
The King represents the Kingdom of Dravija in international relations, accredits ambassadors, and receives foreign diplomatic representatives.
Article 142: Commander-in-Chief
The King is the supreme Commander-in-Chief of the armed forces and security elements of Dravija operating on the ground.
Article 143: Royal Decrees
The King exercises his constitutional powers by issuing Royal Decrees, which must be co-signed by the Prime Minister or the responsible minister to be valid, unless specified otherwise.
Article 144: Appointment of the Prime Minister
The King appoints the Prime Minister following consultations with parliamentary leaders, choosing the individual who commands the confidence of the majority.
Article 145: Power of Dismissal
The King may dismiss the Prime Minister or ministers if the Government loses a vote of no confidence in Parliament, or during grave national emergencies threatening the state.
Article 146: Royal Prerogative of Mercy
The King has the exclusive right to grant pardons, commute criminal sentences, or amnesty individuals convicted by the courts of law.
Article 147: Bestowal of Honors
The King confers titles of nobility, state decorations, medals of honor, and military ranks in accordance with royal protocols.
Article 148: Promulgation Mandate
The King promulgates all constitutional acts and statutory laws passed by the legislative assembly.
2. The Government (Vlada)
Article 149: Status of the Government
The Government is the executive organ of the Kingdom, responsible for conducting domestic and foreign policies and executing state laws on the ground.
Article 150: Composition
The Government consists of the Prime Minister, Deputy Prime Ministers, and Ministers heading specific state departments.
Article 151: Vote of Confidence
The newly appointed Government must appear before the Parliament to present its political program and receive a formal vote of confidence by a majority of representatives.
Article 152: Accountability
The Government is collectively accountable to the Parliament and the King for its executive actions, political strategy, and administrative decisions.
Article 153: Powers of the Government
The Government proposes laws, drafts the state budget, directs civil administration, coordinates ministries, and enforces court judgments.
Article 154: Regulations and Ordinances
The Government may issue legally binding regulations and ordinances for the sole purpose of implementing statutory laws passed by Parliament.
Article 155: Resignation of the Government
The Prime Minister may tender the resignation of the entire Government to the King at any time, triggers the process for a new parliamentary consultation.
Article 156: Vote of No Confidence
Parliament may pass a motion of no confidence in the Government by an absolute majority vote, requiring the Prime Minister to submit their resignation.
Article 157: Inter-regnum Administration
A resigned or dismissed Government shall continue to conduct basic, routine administrative affairs until a new Cabinet is formally sworn into office.
Article 158: The Civil Service
Civil servants working in ministries must be selected based on professional competence, merit, and examination, remaining politically neutral in their duties.
